Marks can be found in Wilds as well as a few Barbarian Cities. It is best to try attacking Wilds level 4-6. The Tiberius' Marks are needed for both your 3rd City and 4th City. There are 5 needed for Third City Deed and 15 for the Fourth City Deed.
